Actually, by default, the DISM 10.0.19041.1019 Package Identity doesn't exist. By default, DISM does not use the mum2:customInformation substring to create a Package Identity for the EP. Instead, DISM uses the assemblyIdentity substrings.

To get the Package Identity list for Windows 10, open a command prompt window and run:
    DISM /Online /Get-Packages /Format:Table

This is the relevant MUM entry for the 06/29/21 EP:
    <assemblyIdentity name="Package_for_KB5003791" version="10.0.1.2" language="neutral" processorArchitecture="amd64" publicKeyToken="31bf3856ad364e35" />

DISM parses the MUM entry and creates the following Package Identity:
    Package_for_KB5003791~31bf3856ad364e35~amd64~~10.0.1.2 <---Valid

The following is not a DISM default Package Identity
    10.0.19041.1019 <---Not Valid

The Package Identity for the new 09/24/21 EP is:
    Package_for_KB5003791~31bf3856ad364e35~amd64~~19041.1237.1.3 <---Valid
10.0.19041.1237 <---Not Valid for this package

And now MSFT made a combination and 1237 is combined with .1.3 :)

Yes, MSFT has its dynamics. Sometimes they change things without announcing them in advance. Other times, they say they are going to change things and theres no immediate change...like with packaging SSUs with LCUs.

You are smart, you know how it is...

:mad::mad: Effing Microsoft Account POS. I had lost activation after a clean install using a USB pen drive created by MCT. In trying to fix that, I had logged in using a Microsoft account. That didn't help at all, so I changed back to a local account, but that damned Microsoft account is everywhere. I removed it from multiple places, but Microsoft Store is still giving me trouble. Getting error 0x803FB005 for one particular app - everything else is running fine.
Don't know what else the Microsoft account has messed up. I think I'd better do a clean install and start from scratch.

I am NOT a happy camper. I did a clean install, this time NOT using a Microsoft account at all, and lo, Microsoft Store remembers all the apps I had installed previously. That error I was getting ... still getting the same error for that same app.:mad::(

The control panels that used to get installed for hardware are now being delivered automatically via Microsoft Store. Intel Graphics Command Center, NVIDIA control panel, Realtek Audio Control, Sound Blaster Connect, etc. are being served through the store. I would have uninstalled it completely if not for this.

the store is not needed for that, as all those UWP control panels are also installed on LTSC automatically and LTSC doesn't have the store.

    It's just a checksum site.

I linked to an actual download site.

that's for you and only you to decide.
everyone should use whatever they think is right for them.

The Microsoft Store app itself is just a front-end. It's a graphical ui for regular users. While the app is not present in LTSC, the back-end of the store that does all the work is still there and it installs the control panels hosted on the store. It's your choice whether to install LTSC or not. I'd wait for the next LTSC release which should be fairly soon.

The Windows 10 19044.1237 Insider-Preview deploys the older 19044 "10.0.1.2" Enablement Package (EP). It will be interesting to see if MSFT rebuilds Windows 10 21H2 with the newer 19044 "19041.1237.1.3" EP. Or if they rebuild the final release with a new LCU (i.e. the logical choice).

    We'll see...
