17134 Like what @Enthousiast said, plus, the stability of this build is noticeably better and no heating issue. My laptop had heating issue on 17133 which was so annoying. Everything is just very smooth on 17134. I like it so much like I never wish for further build.
I disabled it in 16299. After upgrading to 17134, I see I can keep it disabled. It also remains disabled even after reboot. BTW how people can call this RTM? mixed Reality Portal cannot download the software. Settings>Ease of Access>Narrator>Download and install braille is not working. Indeed, I cannot add any optional features.
Strangely, I've never had that bug both on 17133.1 and 17133.4. This on a desktop, one laptop and a VM.
once microsoft releases it and says its RTM , it is RTM , no matter how buggy it is. It will the start patching it via CU afterwards. No OS is perfect.
Maybe it is because you don't shut off Background apps to begin with ? Try ... go to privacy settings > Background apps > toggle off the setting. Restart your computer and then go to the privacy settings > Background apps... it will be on again if you are on 17133.xx Noticed you said upgrade in later post .... thurs 04.19.2018, 14:08 mine was "clean install"

I have not seen the background apps problem and net frameworks 3.5 installed fine from USB. everything seems smoother than 17133.73.
