i'm stuck on 3% downloading for about 20 min now,i hope it jumps up quick but i'm still not seeing it move,still 3%.

Yes, that distinction is possible, though I think the dates that Wzor gave (the 12th for WU and 18th for ISOs, are more realistic). This one would absolutely have to be fixed and doesn't seem to relate to upgrades: "When notifications pop up from Action Center, any audio playing (like music from Groove, or videos from the Movies & TV app) gets reduced by 75% for a period of time."
