LOL, you can post that same comment about no build today and be right 90% of the time. I wouldn't put too much "being right" in to it more than expressing a random feeling with absolutely no reasoning behind it.
From Micro$oft: "To make hibernation unavailable, follow these steps: Click Start, and then type cmd in the Start Search box. In the search results list, right-click Command Prompt, and then click Run as Administrator. When you are prompted by User Account Control, click Continue. At the command prompt, type powercfg.exe /hibernate off, and then press Enter. Type exit, and then press Enter to close the Command Prompt window. @endbase: As I was thinking, a Restart was required after the command applied for to get Hibernate working. So, it's working now! On that desktop, I was upgrading the Insider Builds till now, not doing a clean install! It's not clear, if that was a problem with Windows OS, maybe it was a problem related to a 3.party apps. It's also possible, that some of my Macro Script's on that desktop disabled the Hibernation function! As I use quite some Macro Scripts, which extends the boot time a bit, I tend not to restart the computer very often, just as little as possible! That's also why I'm using a huge UPS to overcome the Power-Out times we have daily, sometimes up to more than 40min, here in Thailand. In my office, I've also a 5kW Diesel Generator, which start's automatically after 15min Power-Off's, which is mainly 4-5 times a month! I didn't like to say the Windows is the 'black sheep' because most of the times (99%) it's anything else which triggers problems.
