Version 1607 encompasses many builds, the latest of which available to Insiders is 14361. The most recent Mobile build 14356 was also labeled 1607. Version 1607, the official Redstone 1 release, will be some build number higher than 14361. The softpedia article calls 1607 a build number, it is a version number indicating the year 2016, 7th month.
Personally tested esddecrypt.exe with this shorter crypto and confirmed that it does not work. I've tried everything I can think of. Nothing works. I know qad posted the source for the tool, but it's over my head. If anyone with some crypto experience could take a look, that'd be great.

I no nothing about Mobile Builds. I don't have a Smartphone and have never used W10M. 14361 is the first PC Insider Build with version 1607.
I've been using 14361 for 1 hour now. Downloaded from Windows Update. ESD-Decrypter 17 works with the install.esd
