I'm not going to argue on a theme I consider practically irrelevant. But the development here has little to do with the matter. The rolling release cycle matters, It changed everything and I can't see why they shouldn't upgrade a build which isn't marked as TP, as demo or whatever.
The development process has everything to do with it if it's the release cycle that matters. Because it's not actually a rolling release cycle. Well, they'll be happy to upgrade those builds to RTM, but those aren't going to see any updates such as CUs or hotfixes.
