Many businesses are open today. I retired from AT&T/Lucent/Avaya and we never had it off.

 

Exactly, mandatory for Federal, and State offices specifically. All others are optional. Just like all federal, and state holidays. There is no law that you must shut down.

It is too early to complain as Windows 10 is still in progress. Perhaps, third party will fill that vacuum if Microsoft refuses to do that.
