My fault I didn't notice before that you mentioned you got it from Winaero. As that site uses official Microsoft links if Microsoft has the iso available.
Actually lobo11 said this, he went to winaero then to mega: Winaero now links to the insider page where you have to login with your insider account to get the iso's, on the "Techbench Unlocked" download options no login is needed and all ISO's are directly from MSFT servers.

I had that same experience when I installed Windows 10 for a close friend and I found out That it's the default option. Whenever I do clean install I quickly choose the other choice to do it later. It behaves like Narrator though.
