OK, we got our Power back from Government!! Updated IDM and now it works perfectly (again!)! Therefore, it's recommended that all Windows 10 Users, special with this last update, immediately update their IDM to the latest version.

Who knows at which insider build post 15063 "format fs=ReFS" was excluded from DISKPART and Disk Management? I've detected this fact today at 16257 and was impressed.
