He doesn't need to download language pack file. He can download and install his lp via control panel -> language. This is the best way.
It seems only driver related, so copying usbhub.sys should do. Try to install other USB drivers, they might be the cause. I had to update AMD and ASmedia.

Right, you need to disable it and restart, before replacing. Actually I had a problem with USB driver as well in the first 10's version, just disabling it solved it, the cost was a slower USB speed A little warning: Disabling some drivers prevent Windows from booting, I hope this is not the case. After apply that reg tweak can I replace usbhub or it's not neccesary? I use the usb ports just for copy the ISOs from UUP that I make.
Try the drive with that driver disabled first. Just upgraded, this versions seems to remember a lot more than previous one, even sound works, I had to reinstall the driver previously, it kept the original this time. Now just to see, if disabling Windows Firewall causes BSOD as well. I think, that one build, prior to CU, did that as well. EDIT: Yep, it still does, that did not take long.
