I think it's a problem with the motherboard chipset and not with the CPU. I know from three people who have an AMD CPU on a motherboard with Nvidia nForce chipset, and all of them can't install this version. On other motherboards with AMD chipset it can be easily installed.
Not the case, I have literally the bare minimum laptop (has a Pentium M CPU and 2GB of RAM) and it installs the builds despite being even older than the Athlon system and only having a single core CPU. Also Ive seen people having this boot issue on AMD Turion laptops and as far as I know I dont think Nvidia made mobile nForce chipsets for these CPUs. Finally if the CPU or something was unsupported it would even get to the Windows logo, it would BSOD with an unsupported message.

@WindowsGeek @ankie File properties says it's an "Isolation Library for edgehtml hosts" - (what ever that means) ... are you folks running any Edge Extensions ? - I have LastPass and InternetDownloadManager extensions loaded, and Edge (for me), crashes often while simply viewing the daily UK newspapers sites
As all of the Insiders will upgrade with the same UUP-files then the differentiotion will be performed by the user settings. Insider forums will help to exchange knowledge about setting/Registry changes which enables absent features.
I've read it BEFORE reading your message I don't beleive that there will be DIFFERENT sets of the UUP-files for the different insiders.
