You on Enterprise connected to a domain? My father is also having issues in a similar vein and he is also on Enterprise+domain like me. Except his issue was that UAC would continually pop on any program until restart and he would have issues with downloaded programs corrupting after first run, forcing him to extract or download them again. The only other similarities between our computers is that we use Ryzen processors, have 32GB of RAM, and are on the same network and domain.
After their 'screw-up' with the Flight Rings all builds after 17004 disappeared from WU. Not sure if intentional or also a failure.
H'mm been using an old util called "buttonfile"since XP for addresses and phone numbers..works with consumer win 10 but now doesn't work with this insider update. Well I would doubt whether MS care so..
Many Software Companies have a policy not to update their Software for Beta Builds. Maybe this is the case with "buttonfile" ?
Well I could be the only one left in the world still using it I came across an old post somewhere on the net asking does anyone know of a program to import\convert the buttonfile stored details into something modern, but got no replies...so guess I'll have to start again with something else

There are a couple feedback items about it, so it's not just you. I think you will find that it is actually running though. Try this when you can't run something: Bring up Task Manager, click Performance, click Open Resource Monitor, click the Overview tab, and find your task near the top in blue. It'll be one of the "Suspended" ones. Right-click it and choose "Resume Process." The truly weirdest thing about this is that I've never heard of non-UWP suspending in the first place, yet they do in 17046 sometimes. I thought it was a UWP concept.
