There are a couple feedback items about it, so it's not just you. I think you will find that it is actually running though. Try this when you can't run something: Bring up Task Manager, click Performance, click Open Resource Monitor, click the Overview tab, and find your task near the top in blue. It'll be one of the "Suspended" ones. Right-click it and choose "Resume Process." The truly weirdest thing about this is that I've never heard of non-UWP suspending in the first place, yet they do in 17046 sometimes. I thought it was a UWP concept.
Well that gets them running now. Still doesn't solve the issue of Explorer hanging and crashing randomly when the bug happens and still need to reboot every ~12 hours so I don't have to keep doing this on portable software.
I am hearing Microsoft Employees are planning to start their Christmas Holiday starting around next Wed 20 Dec till after 1 Jan 2018 Not much time to get a Build out before the end of the year.

Yeah @s1ave77 , I recon. However, I though I can lay hand on it before next release which might be sometime next week.
Is the next Build going to be massive ? Word is the Blog that the Win 10 Team releases with each Build is 25 pages long so far.
No build has been leaked on the internet yet? if I remember correctly, last year when Microsoft took a long time to release some build, someone leaked a build on the internet.
