    I got error 0xc1900101 too, but no GSOD/BSOD, just stuck in Windows Logo after the first reboot, so I had to restart manually and it return back to previous build.

    Microsoft has finally fixed the license switch. Doing online key change from Professional to ProfessionalWorkstation allows use of 4 processors after restart.

    DISM after change reports edition as ProfessionalWorkstation.

    The installation failed in the SAFE_OS phase with an error during BOOT operation

    back to 17035, no AMD cpu, no hardware change, nothing at all...
    well I think a clean install is nearing :confused::mad::oops:

    Nope, i actually understood it correctly :D
    according to EditionMatrix.xml, Core > Pro is the only real cbs upgrade allowed
    but EditionMappings.xml (new) lists all virtually possible editions allowed based on Core/Pro

    apparently they enhanced DISM and Edition-switch process somehow to be close enough to actual upgrade

    what this report after you change Pro > Enterprise (or any other editions)?

    On this test install of pro on a VM with MSDM for enterprise it switched from pro to enterprise, even when an ei.cfg is used:
