Yes. I have already tested it, it's useless. This edition does not support optical drives (it's not possible to install VMware tools because of it), control panel is completely crippled etc, wallpaper is broken etc. Command Prompt is not blocked, you can use it normally. I can post a few screenshots if needed.

Exactly what I am saying. I go through MDL's tools first, then if that doesn't work I have more tools. If they don't work I write my own.

I very seldom use ISO at all: mainly network upgrade of the previous system and 17650 is already 122 build since 9600 in 2015 . As 9600 was EN-US then all my systems are also en-us. ISOs I've create by myself on base of ESD, UUP downloaded by one of my systems.

I was said that these power plans MAY BE inserted by the 3rd-party utility that I've used and I want to be sure. P.S: dhjons have shown already and items on his picture do not correspond to the russian text-items. Seems that really 3rd-party utility have REPLACED standard items with those power plans though don't know which one
I was not aware that a 3-rd part utility CAN CHANGE system menu and I've need to know how looks this menu in clean en-us system. I was sure that my system is clean as I never use non official ISOs and I still don't know which utility have created items shown.
