well i think its parts of the new windows security center as a whole, so any ,exe u are trying to run (even small programs like notepad++.exe, wincmd) is being scanned to check if its on "ok list", its not "in unwanted" apps list, will not infect ur PC etc etc so result is that programs start with halted state until Windows Security check it - to test open Task Manager and see what "state" it have.... point is spending $$$ on SSD NVME etc to make everything responsive and snappy and than MS is trying to invent a new wheel....
