Open Registry editor already requires Admin rights. I guess you need something higher, like SYSTEM or TrustedInstaller.
It started in build 18965. I'm use the one main user when I install windows. It never require Admin rights. It's bug.
It is not reproduced and thus your system specific. You need to verify write-access to the keys/values you need to change.
I never use clean install as it is useless, my builds history is now 199 successfull upgrades since March 2015.
What ? 199 upgrades ? I never saw this. I make upgrade only if there is problem to make clean install or if there is new feature only when upgrading like in this build. Windows 10 RTM (TH1) was in august 2015. So you upgraded your pc from early build of the first windows 10 RTM. Upgrading can make bugs that not exist in clean install.
Upgrading for new features? The new features will be the same when clean installing. If you have a problem with a clean install and already formatted or re-partitioned during setup, how would you go back to upgrading then? Upgrading normally won't cause new problems, it can take over the old existing problems.
Since several days I am running the Build 18980 after having done a clean install. After each new start of the PC I get the notification, that Windows is going to installing "new features" and that this may take a while. A few seconds later I always get this notification: When I follow the advice and tap onto the notification I don't get any further information about a) the reason of the failure and b) which "features" couldn't been installed. By the way: These notifications are not new for me. I got them with all recently published Insider Previews. Does anybody know more about this issue?
