    But I found the WDDM 2.8 in the Build 19624 Insider WDK.

    So, this is probably correct :

    2004/20H1/VB/Vibranium : WDDM 2.7
    200?/20H2/MN/Manganese : WDDM 2.8
    210?/21H1/FE/Iron : WDDM 2.9
