Guess the windows update database as gone corrupt! Try: 1. Open command prompt: 1) Click Start, and then type cmd in the Start Search box. 2) In the search results list, right-click Command Prompt, and then click Run as Administrator. 3) When you are prompted by User Account Control, click Continue. 2. At the command prompt, type "net stop WuAuServ" (without quotations) and press Enter. 3. Click Start, type "%windir%" (without quotations) in the Start Search box and press Enter. 4. In the opened folder, look for the folder named "SoftwareDistribution" and open it. 5. Double click the DataStore folder and locate the DataStore.edb file. Right-click on the file, select "Rename" and type "DataStoreold" (without quotations) to rename this file. 6. Open command prompt, type in the command "net start WuAuServ" (without quotations) and press Enter to restart the Automatic Updates service. Then check if the updates failure history is cleared. and then config update policies.

As long as the edition is not in the update applicability list, it won't take the update. This is been known and discussed from day 1 that 16299.15 was released. Since IP 16251 you can first retail activate pro-ws by inserting the non gVLK from product.ini and when upgraded or via the gatherosstate route it gets HWID activated.
How can I know that I really have pro-ws? I have created a pro-ws HWID in the past. Today, I installed Windows 10 Pro 16299.125 and after some setup I entered the generic pro-ws (2YV77) in Activation. It came back activated Windows 10 Pro for Workstations and a digital license. I then went to Update and updated to 16299.248. I don't know if this is for real but if not Windows lies well. Spoiler

if you want to know if you have the "real" win10 pro WS installed on your machine, do these 2 easy steps: go to command prompt then type : cmd (in admin mode) then you type this command line : dism /online /get-currentedition if you see "windows 10 pro WS" to appear, that means that you have the "real" WS, if you see another edition to appear, you"ll know what that means.
