Just now I switched 17134 ServerRdsh to ProfessionalWorkstation, and restarted. The Windows Server Backup still works. Could you have a try?
I converted the 17134 Pro to ServerRdsh offline, installed the key, uninstalled the Appserver, and mounted the VHD. As a result, multiple user login options still exist.
“Other User"? As I told you "It is actually a demoted Server". So, During Setup phase, it always prompts "Other User" due ro lack of "enabled Administrator". That's why we need Unattend.xml. Upon completion of installation, when AppServerClient enabled, it prompts "Other User" too.

KB4287903 (17134.109). Not for mine. (I do not use Enterprise) Let me swap to Enterprise and see. Yes. It does to Enterprise. Package_for_KB4287903~31bf3856ad364e35~amd64~~10.0.1.0
It should be a limitation of the ServerRdsh upgrade strategy. When I switch to pro, reboot the system, check for updates, and detect flash updates.
I switched 17134 ServerRdsh to ProfessionalWorkstation or ProfessionalEducation and restarted. The Windows Server Backup still works. Similarly ServerRdsh, ProfessionalWorkstation and ProfessionalEducation cannot detect Adobe Flash upgrade But when I switched 17134 ServerRdsh to Professional, Enterprise or Education, and restarted, The Windows Server Backup does not work, but it could detect Adobe Flash upgrade.
I think it is bug about ServerRdsh product policy remnant. When I convert these 3 to other SKUs and restart, the normal product policy is brought back when the WU shows and installs Flash for ProEdu and ProWS. But not ServerRdsh still. If not for Windows Server Back, I suggest it'd be better to 1. switch to any other SKU 2. restart (ServerRdsh product policy remnant gone) 3. switch to ProEdu or ProWS Otherwise, you need to install Flash manually.
