Encrypted is not the OS itself but only the tables in the ESD file which say where in the ESD which file resides. It's probably impossible to rebuild it to a working Windows image without that information, but one may get surprisingly far since very few files actually change significantly between builds and could be recognized (the order of files is probably the same, too).
