I just finished doing my installation. It is not very buggy. Cortana has a funny lettering and can't help me due to my region. Windows Store works and the apps are okay.
With system-wide settings I meant the normal Microsoft account you can use to log into Windows. But it is also possible to sign into apps separately with a Microsoft account if you do not want to log in with a Microsoft account into Windows (it is hidden as a small link in the window that appears when you're supposed to login within Cortana for the first time). It was this latter option that made problems for me and showed the error message you posted. Logging into Windows with my Microsoft account fixed it.
I tried that code C:\Windows\system32>Dism /online /Get-TargetEditions but I get a message "Access Denied" and I had CMD running as admin
