They also skipped 4.0, 4.1, 4.9, 5.0, 5.1, 5.2 and 6.0, and gave 6.1, 6.2 and 6.3 names/numbers very close to the actual version number.

In fact it is the build number. They need a build number that can be divided by 100 and 16. The next after 9600 is 10000. That's why it's called Windows 10.
