That is the right thing to do as the registry is already damaged.

 

Are you sure? For me it only works with region set US and primary language to en-US. And yes, I installed latest update.

You need to turn it on at the Settings. Click on the search bar and click on Settings and turn Cortana on to have something like this in the image below.

My language is English GB but the region is clearly West Africa.

This is what I have on that section. Maybe the Speech directory I have on Loca Drive C has something to do with that or registry tweak I added when I tried to make Cortana worked in the past is having such an effect on my system.

depending on torrent client and settings, they might see nothing more than jibber jabber. besides, MS isn't anyone I care if they see what I am DLing. The other bigger eyes bother me. (MS's buddies lol)

I don't think it is. Some legal programs are distributed through the use of torrents as alternative download links.
