Because there is no update via winupdate, that's really curious, just downloading it offline and installing it, I even tried to install it via dism++ and the installation failed because of it.
you can't install cab updates since 22621 build, it's always cab+psf or wim+psf so you need PSFExtractor anyway, it's better to install msu updates directly
with all other versions of windows 11 I have not encountered this problem, everything perfect, build 22621, 22631, 22635, everything normal.

Very odd then. You can just deploy the image, given you have other working WMs, or you can launch an in place upgrade from a working windows or you can put the insall.wim inside an older ISO.

My personal preference is to create a 26100.1 ISO without updates or .netfx3 pre-enabled once, keep a copy save and next use a copy to offline update it by using W10UI and the manually downloaded updates. But for a onetime job you can use UUP dump to create a 26100.2 ISO.
That would create an 26100.2 ISO with .net35 pre-enabled, yes. ps, pre-enabling .netfx35 can cause the re-integration of the LCU to fail.
