OEM means Original Equipment Manufacturer. They build desktops, laptops and most likely touchscreen devices like tablets or smartphones. And then install latest OS version available be it Windows 11, Linux or Android.

An OEM system comprises of OEM hardware + OEM software. If one component is missing, it's not an OEM system, just OEM parts or OEM OS.
I have installed 24H2 2 weeks ago and I have just noticed that Bitlocker is enabled again, most likely by updates. I am so glad, that MS cares about my security so much. No wonder I could not access my files upon reinstall.
