Just my 2 cents: 24H2 Pro, fresh installed since 26100.1 and updated thru wu to .560 Animations are fine. i5-4670k, 20gb ram, rtx4060. Working great.
There used to be a workaround in Windows 10 v1607 Create the registry key and value and after next reboot DefaultUser0 should be gone. HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\Windows\ CurrentVersion\ CloudExperienceHost\ Broker\ ElevatedClsids\ {2b2cad40-19c1-4794-b32d-397e41d5e8a7} AutoElevationAllowed=1 I haven't tested on Windows 11 as I am not seeing this issue.
I've done three testing so far & all were clean installation processes & in every case, there were Windows.old so don't know what you're talking about.
I have 165Hz, and no problems, but I disable animations and transparency, because even a supercomputer can not handle those. DWM.exe is simply evil and it is better to avoid it, just like fTPM issues by using a standalone TPM.
sure there are no issues with disabled animations, but that is not the point 23H2 works perfectly well with it so they should at least fix it to the same level

why would the installation process create windows.old if its a formatted disk and fresh install, youre saying its installing windows then re installing itself again ...with no user data to copy over
