Ah, so it's not offered when KB5095189 is pre-integrated, but starting from a clean 26100.1742 ISO, both are installed. I was not aware of this... thank you for checking.
The updates listed are mostly used for offline pre-integration, the OOBE updates are based on the latest LCU integrated ISO.
