Thanks. Everything looks fine. The issue seems to have with sleep mode, tried hibernate last night and today the apps resumed and shut down / restart worked. It's weird because I always used sleep mode since W10 and just worked. UPDATE Nevermind seems is back to the same, behavior. Will try to update to a newer build.

Can WinRE automatic updates be prevented by modifying the registry? Currently, the simplest method is likely to disable WinRE directly.
Somewhere @abbodi1406 published a registry key that sets the build which is checked far in to the future so the update should not be offered (on 10). Found his post: https://forums.mydigitallife.net/posts/1821068 Maybe this also works on 24/25H2 with modded build number?
haha I discovered something rather funny on another SSD I have the W10 LTSC v1809 which is many times faster than my W11 LTSC both with the same tweaks lol...
That's comparing apples and oranges, 1809 is from an era in which windows was not that demanding on the system resources and not really finished, with 2021 LTSC they had a proper OS
