1. 26x00.8524 removed the old start menu from 24h2 and replaced it with the new 25h2 one. The new start menu is enabled by default for everyone and CANNOT be disabled with ViveTool. 2. The update is available for everyone using the Home, Pro, Enterprise sku but does not install automatically unless you manually press "Check for updates". 3. The update is not available for LTSC cause LTSC does not get Preview Updates. 4. The update does NOT require you to be in the Insider Program. It's a RETAIL BUILD. 5. The update can be manually installed on LTSC by downloading the update from Microsoft Update Catalog. 6. The next patch Tuesday (9 June) will be installed for everyone including LTSC and will remove the old start menu. Edit: I just realized you're talking about the Run not the Start Menu, in that case I believe / am 99% certain it's still insider preview / ViveTool ID / A/B testing feature. Definitely not available for everyone, and especially not LTSC users.
I have the new menu on IoT Enterprise LTSC 26100.8524, I ran Windows Update to get to that build and it changed the start menu.

yep, looks like June 9th update were forced on the new start menu and even Windhawk is getting buggy now
You mean the start menu with the categorical sorting, sort of like folders? I got that. Did not know why that appeared since I updated, but I don't really see why it is so disruptive.
While opinions may vary, I believe the new Start Menu's "List," "Category," and "Grid" options only make it harder to read and offer absolutely no benefit to the user.
after reading some sources we will have an option to use old W11 start menu in personalization start settings soon
