Maybe the doc is wrong and it should be Soft floor = TPM 1.2 and Hard floor = TPM 2 But in my opinion "upgrade is not advised" still means you can upgrade it
It looks like Microsoft wants to create confusion. First it says TPM 2.0 is needed. Then it says TPM 1.2 is needed and that PC's with TPM 2.0 should not upgrade.
The >= symbols means "major or equal to" so, if your mobo has TPM v1.2 or more recent (e.g 2.0) you are good to go update. Security: TPM Version >= 1.2 and SecureBootCapable = True
So the Taskbar is changed now, does it still use Shell32 or is it UWP system which wraps around Win32 applications and their notification systems, The depreciated page link takes to the Taskbar docs only but it's not updated for Win11. They modified that a lot we do not see the old Taskbar options at all like Label combine and resizing, it goes to Settings. This has to be the biggest change that Win11 has and their new explorer.exe information density change. Both of these are anti productive for Desktop / Notebook PCs. But since they do not want to provide anything to Desktop experience, everything is made for touch only. Horrible. Makes a TON of sense, when you look at their new junk videos on how they designed it, all those have no clue how Windows works.
Soft Floor: Security: TPMVersion >= 2.0 CPU Generation and devices that meet the soft floor will receive a notification that upgrade is not advised.
