Generally speaking Rufus is not an only solution for OS installation. Ventoy, WinToHDD, WinNTSetup...But IMHO Ventoy is the best...

I used as base the latest iso that was released yesterday 26100.1742I added SSU, 26100.1871, without closing the command window I added UUPs 3080, 3178, , now I'm at the expected build, I did resetbase and it works, Now I will try to install, I just have one question, After this process, should I add the other packages?

The UEFI specifications state that at least FAT32 has to be supported. They do not forbid manufacturers to implement support for other file systems. Most support NTFS (but probably none support exFAT, which also supports files of 4GiB and higher). Man, it's a leftover they didn't bother to update, yet. The Insider Preview moniker will be removed in any update coming after GA.

That tool is not official, if you checked the ISO with .ISO_xxxxxxxxxxxxx still in the filename then they added it to their database with that unusable filename.
No but adding it to a database with the additions is a bit weird, in fact it is not a working ISO when the addition is still present.
