Yep, only possible by inplace upgrade by 22621.xxxx ISO (when the 22623 EP can't be removed anymore). But the 1 was probably a typo.

Same Q. I am currently on 22623.1344, tried the new 22624 EP (KB5023595) that @Enthousiast posted here over my installed 22623.1344, package installed successfully, rebooted, and nothing, still on 22623 Is that new 22624 EP (KB5023595) require the IP build 1391 in order to activate?
The theoretical minimum base version for the 22624 EP (KB5023595) to function is 22621.1390.1.0, so yes, you need at least 2262x.1391 in real life to make it work.
