I did have a similar error and had to restore from backup. Refresh makes you reinstall everything. So it's good to have backup and restore so you only have to redo somethings... Not reinstall and configure everything.

open Microsoft Store and check for updates Moment 2 features are activated in LCU, but Microsoft Store still updates your apps p.s. if you have system Notepad you should download new version from Microsoft Store
