    Like previous versions, ISO 22621.1 (or 22622.1) will be the basis of the "RTM" ?
    I always use ISO xxxxx.1 and include the latest updates

    Can't exist, the 22622 EP needs at least a LCU from around 22621.285.

    It the same since 19041 + EP + LCU, the base will always be 22621.1 + EP + LCU.

    Although in Windows 11, baseless is no longer available. However, the update mode of forward and reverse difference is still used.

    EP is not obviously related to RTM/Base Version.

    So the current 22621.1 can be considered the "RTM" (rather final version) ?
