It would actually, because Windows spots the hardware change on the first boot and runs its hardware detection routine just like in a new install. Of course, you do have to activate afterwards, unless the new hardware has already been activated in the past.
Windows spots the hardware like in a new install IF it's able to move the first step, which is accessing the HDD. In 2022 (usually) this is not a problem because most of the HW supports the AHCI standard. 10/15 years ago each mobo had it's own controller with its own drivers NVIDIA/AMD/Intel/ULI/SiS/Via and so on, so hardly a HDD would boot across machines (w/o manual intervention) 25/30 years ago, it was relatively easy again as Win3.1/win9x/WinME just used the 16 bit drivers to access the disks if the 32bit drivers were mismatched or absent, you got shortened 8.3 file names and slow HDD performances, but the system booted allowing to install the correct 32bit drivers. Back to 2022, if you want really to have the same behavior as the very first boot on machine B, you need to first sysprep the machine A

Since 22621.607, the Beta/RP(Retail) channel switching problem has been solved. If the problem persists, it may be because you are trying to upgrade to a version with an older compilation date.
I am currently on Windows 11 22621.674 (after patch Tuesday) prior to that I was on 22621.608, and prior to that was on Windows 10 19043.1949. I was checking updates last week don't remember the exact day but opening WU I got the banner for Windows 11 22H2 upgrade and stupidly upgraded. Then after that I rebooted and there was another CU .608 that was available via WU that I installed and rebooted to version 22621.608. Tried to apply the .730 but the CU failed found out that that was the beta channel and at this point I did a in-place upgrade with the 22621.608 ISO I made to get back to retail Windows 11 22621.608 and ServicingStack_378~31bf3856ad364e35~amd64~~22621.378.1.0 So as not to mess up patch Tuesday so now im on the 22621.674 all via WU. Long story short im staying on the WU offered updates to save myself headaches in the future. On Windows 10 I would apply the RP releases and 99.9% of the time I had zero issues but with Windows 11 I can't seem to get it right so im taking @Enthousiast and sticking to the WU releases. I am currently on build 22623.741 and there have been some changes to the notification area of the system tray that I would like to revert. Previously I had the icons in two rows and now they are spaced out in one row. I tried editing the registry key HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\StuckRects3 to change the row value to either "01" or "02" rows but it always reverts to "03" (single row and spaced out). Any suggestions?
