I have this exact issue (Dell XPS 15 7590) so it must be a UEFI firmware compatibility issue and not anything damaged in your system. I am on the latest UEFI firmware from Dell and cannot get this build to run even via clean install.
I'd switch to legacy boot and now I'm able to work without issues. I don't want to touch any UEFI settings that can lead to my PC being unusable

By enrolling into the Beta or Release Preview channel and upgrade by WU or get yourself a 22621.1 ISO (techbench, ESD>ISO or uup dump) and mount it and start setup.exe. TPM bypass tools can be found in the sticky win 11 section.
