If you have used the Universal MediaCreationTool to BypassTPMcheck, it may cause this phenomenon. No matter what it displays, it is not Windows Server after installation is complete.
For me, i cannot see it in taskbar at all.. maybe it's an issue since i'm logged on machine with Local account, not Microsoft 365 account
On my home PC i see copilot and using it normally, with my personal microsoft account which is registered in US
Finally, the tiny picture in search box in taskbar back instead of Bing icon than was untill 22621.2283.

Specifically, users in the European Community, Russia, Belarus, and China (PRC) will not have access to Copilot.thats what it says so probably cause you've it regged in america thats probably why its showing
Yea, I was going to try this to do an in place upgrade but, that option is blacked out, I can only do a clean install. I have TPM 2.0 but, my CPU is older (8th gen) but, the machine has M.2 Storage and a RTX3070, it does everything I need including gaming. Still on this machine, no Copilot
copilot works fine for me here in russia with US region and german VPN to Edge browser that copilot icon was on the taskbar without VPN, it's needed just for network restrictions due to sanctions so I'm sure US region should be enough for everyone
I'm using my old MSFT account, it's banned on any MSFT services now for obvious reasons but seems like it's fine for copilot
