My take on all this is simple, this is a PR stunt by M$ to keep manufacturers and interest groups happy for forking out money to meet requirements, by showing they are "serious" about these standards. Behind the scenes, M$ aint going to seriously try to stop the bypass methods, as they want Windows 11 out there on as many machines as possible.
Actually, you want 22621.1 if that's your intention. You can add the updates and the EP that bumps the build number to 22631 after that.
Windows11_InsiderPreview_Client_x64_en-us_22631, iso from insiders will be same iso as Win11_23H2_English_x64.iso from MS when released.
Well the release must be soon. On 22631.2428 (retail Version), and for the first time in a LONG TIME, no update today.
