Microsoft updates the official ISOs on the consumer download site whenever there have been security fixes for the bootloader/WinRE etc. or when there are critical issues that impact the OOBE experience (this was the reason this time - there was a voice assistant issue in OOBE that they wanted fixed). So currenctly the consumer DL will give you the same ISO as the MVS December 2023 one, that will change later this month when the MVS January 2024 ISOs are out. On average, Microsoft releases new ISOs for regular consumers about every six months or so. *Maybe* they update them in April after the next "Moment" feature update, maybe they won't.
They definitely fixed some compatibility problems. I am beta testing software for handheld gaming consoles and there were a lot of odd issues. After this update, everything just works.
running well at the moment ...although metadata staging is broken, event viewer is full of the errors microsft doesnt even know the url is broken, i suspect its not just beta just disable device installation and keep checking to see if microsoft fixed the url, maybe re enable and check. just disable it again if its still broken
