Yes, I notice the circle every time I open Settings, it was instantaneous before, cloud widget also takes a while to load. MS must have "improved" something again. Any chance you block something like ads via HOSTS, DNS or a firewall?
i tried this but it just duplicates pinned folders if onedrive is setup to store in cloud....removing duplicates removes them all
there is no work around for this ....disabling WU does nothing . still installs the experience packs vivetool /enable /id:49256040 i think
so i just done a screen share to the tv so my oldman could a movie ......now the taskbar flickers randomly lol more reporting if anyone wants to test and gets same outcome ..join me in feedback running snippingtool fullscreen record solves the issue so its an overlay issue

Not really, probably just some feature enablements only happen when it detects certain chips, similar to how the Win11 experience here in the EU is slightly different than to Americans (e.g. we don't have Copilot on Windows, but we do have more privacy options). The benchmarks about battery life etc. for the new Surface devices have been made on build 26097 as per the footnotes.
