win 98 compat for shell user folders should be a choice not forced. yes im still angry

What reason is there to present a server build as reference to a 23H2 build?
=> 23h2 official are 22621 + 23h2 enablement / 22631

25398.XX are 23h2 but higher build number ( 24h2 are 26100 .. little delta )
