All the referenced UUP files in aggregatedmetadata.cab are downloaded correctly i also checked professional_pl-pl.esd integration log, same packages/files either the canonical UUP files are malformed, or the metadata is messed up i will keep checking but auto fix is not possible for now
Why don't you just replace the existing appraiserres.dll with the one from 1703 and skip the requirements entirely?
I haven't played around with that yet, but wouldn't I need to do that for each update? Or is M$ not "repairing" that once replaced?
Ok I see and is the upgrade process using the appraiserres.dll some ware in the system or is the upgrade package bringing its own file that needs to be hacked into the update package first?
When the "C:\$WINDOWS.~BT\Sources" folder is made, replace the existing appraiserres.dll with the one from a 1703 ISO (you can find it in the boot and upgrade fix project folder too), when you're fast enough (just under <6% downloading by WU) you won't see the "this pc doesn't meet the requirements" window, else replace it after the message appeared and you closed it, and click in WU on "fix the problem" and it should pass the checks and continue to download and install. When ISO upgrading by a fixed ISO don't select the option to download drivers and updates during upgrade setup, else the new appraiserres.dll will replace the 1703 one from the fixed ISO and it won't pass the checks.
Ok thanks will try that out on my other 11 VM, I just wonder for how long this method will work :/ MSFT presumably doesn't like it and may redesign the process to not allow for easy bypasses.

I am also seeing the same error. Since the error seems to occur not only in Japanese but in other languages as well, I think there is some problem with 22458.
