Best Working Solution is to copy install wim from w11 iso & overwrite it to w10 iso inside sources. thats all & install flwalessly without any issue.

Update: replacing appreiserRes.dll Win11 with appreiserRes.dll Win10 v.1703 and restarting Windows Update did the job in VMware WS 16.1.2, now v.22509.1000 is fully working!

I followed the above solution with moving the install.wim from Windows 11 to a build of Windows 10. It worked to a point. The only option i now have is "Nothing" regarding saving my personal files and apps. The other two options are whited out. So, it wants to do a clean install... Trying the appraiserres.dll fix from above. See if that works...
That would be when you use an older build win 10 ISO, if the ISO build used is older than the install to upgrade that will happen. Just fix the ISO (option 2) and it will upgrade fine, and when using WU renaming the existing appraiserres.dll should still work too.
... yes strangely enough, .. it is the only script requiring admin elevation that I now have the issue with I am on 509 now, having downloaded each file individually, copied files to UUPs folder and ran convert...cmd
What I did and it worked for me : 1. After failed install I went to C:\Windows\SoftwareDistribution\Download and delete the content . 2. I ran the Skip_TPM_Check_on_Dynamic_Update_v5.cmd 3. I started the Windows update again and after it passed 9 :% on install I have replaced the appraiserres.dll from a Windows 10 ( 1703 build ) in C:\$WINDOWS.~BT\Sources folder . Updated successfully . I hope this will help . Till I got to this solution was always failing either on download at 8 % , either some other errors along the install process after bypassed the download stage.
I'm already on 22509 so I can't test again. Even re-downloaded UUPs and built iso again in case of corrupted download but still the same. Windows Server setup showed the same error. I did deleted BT folder, reset WU but none would work. I think I'll wait for next build to see if everything is still normal. Ps: When I use WU to update, the setup window (Checking your PC...) never shows, even it fails or not, it just goes forward and no window showing. This happened even from first win11 build and I consider it is normal right?
Here is what I did to get it to work: 1. Download the version from UUP 2. Used the Win_11_Boot_and Upgrade_Fix_v2.2. I used option 2... 3. Installed Skip_TPM_Check_on_Dynamic_Update_v5 4. Then installed it. Worked like a charm. 5. It was not activated so I ran KMS_VL_ALL_AIO-45 with Auto Renewal.. 6. Checked activation. Now it is activated.. Hope this helps/////
found the solution to my problem on a different forum. had to delete the "vdsldr.exe" key in the registry at HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Image File Execution Options -andy-
Starting with build 22509, windows update checks for a complete hardware compatibility report. That won't be there if the requirements were bypassed via my method above or deleting appraiserres.dll - it's gonna have an empty hardware section. But it does not matter, since after 5-7 installation attempts, the cached report in the registry gets refreshed. If the refreshed one is still empty, setup will continue. The reason I made the script was to not have to manually do file replacements at precise timing for several times.. So just have patience and let it fail couple of times, it resumes automatically anyway and will eventually complete. If you want to speed it up, turn off that retarded Defender that takes 70-80% of file i/o activity on the temporary directories used by windows setup itself...
