If you are never going to put your computer on the Internet anyway, stay with Windows 7. Otherwise create a burner Microsoft Account and don't use it for anything else.
Smart ass.. Who are you to tell people to stay with Windows 7 if they don't like anti-consumer practices in 11 that can be tamed? 10 is objectively better than 7, and 11 is getting there. Is this not a thread about preview builds, testing, fiddling, challenging? What are you doing here with that attitude? What if that vm uses Paravirtualized network (virtio-net) and drivers aren't included by setup? Or some multi-gigabit accelerator hardware that you have drivers for - somewhere - and would find it more convenient to search for them under running windows? Everybody knows what this is about - anti-consumer tracking and data grabbing, crossing the line too bloody far into hindering small business as well, not just home users. A "burner" Microsoft Account would be a tinfoil since they would grab what they wanted - them hardware ids - then it's just about matching in an aggregator table..
Personally i can't imagine myself being out of some sort of internet connection when i am setting up a laptop/pc (living in a privileged part of the world), but when i got my beast and first installed 19044.xxxx Enterprise 2021 LTSC on it, i was surprised that both of the onboard LAN controllers (and the onboard wifi controller too) were not supported out of the box and needed manual driver installations.
I didn't bother to test personally this build, but usually I just use shift+F10 luser.msc from there, I think it should work on W11 as well.

No, it doesn't. I never connect any Win 10 or 11 to the Internet until I properly prepared it. Just didn't mention killing the oobenetworkconnectionflow process through Task Manager as that one is well known and documented already. It is as it always is - more than one way can lead to the desired goal.

I obviously attempted killing oobenetworkconnectionflow too, but it just restarted the loop at the same spot. I could not get to creating account in the first place so that's why I worked it out myself. Scenario is a bit different (but still likely) as it mimics not having suitable network drivers (I just set virtualbox for virtio-net). Only other variable is the TPM&co bypass used (used the hard one in mediacreationtool.bat) Done it via unattend.xml to make sure it's doable, then come up with creating user on-the-fly in a noob-friendly manner. Whatever works, it's all good!
When an internet connection is absolutely required for use microsoft produtcs, linux will be the answer.
Local Account Windows Dev PRO... A Microsoft account is not required. In the OOBE select "work or School", -> "Sign Options-> Local Domain. And a local account is created.
