There was a problem with the drivers on Win8.1 So I upgraded to Win11. And everything set up okay. Along with all the programs and settings saved. What does this say? That Win8 Win10 Win11 is one kernel! Which means that people are offered an old rotten egg but in a beautiful Kinder Surprise wrapper!
Did you expect them to rewrite the kernel? They are developing and improving it, not rewriting it. If you follow that logic, then the exact same thing can be said about Linux and MacOS, since their kernels are old as well.

Is there a way to install this version without having to be connected to the internet? From the previous build it forces you to be connected to install, even if you remove the network cable it doesn't let me continue. I prefer to use local account than M$
Well, I don't know if this is a normal behaviour but I did some tests. If I enroll into DEV Channel and update 22000.652 up to 22610.1 no problems at all. It keeps my settings and apps already installed as well as my user data. If I install the ISO created via UUPDump and do a clean installation, Microsoft Store is missing as well as many other apps usually installed by default. So what's wrong?
There seems to be a problem with file verification with the uup converter, i run the downloader 2 or 3 times untill its actually completed all downloads. It shouldnt be creating iso's when some of the stuff is half downloaded. Been like this since apps were added
@Enthousiast I was usign uup adguard site. Now from UUPDump.net it is downloading a lot of files (never seen before). I'll keep you updated.
It's related to the thing that since 22563 the apps aren't present in the normal uup file set download, @abbodi1406 fixed that for the original UUP dump/uup>iso conversion, the copy probably didn't so no apps are present.
