    There is no need to upgrade from an earlier build. Just first clean install 26227 without secure boot. Set it up, and then enable secure boot. OS should now boot up normally with secure boot enabled.

    Just to update this, 22621.3447 also doesn't boot up with Secure Boot enabled.
