VM's here, so far it's just a pretty skin glued on to Win 10, with an awful new start menu and taskbar, and an awful new design in right click context menus. It would be extremely foolish for them to try to sell Win11 using Win10 keys. I fully expect them to patch in the required components in time for the final release.
