AMD chipset driver comes with different power plans that actually do some fairly significant stuff with boosting and power states of CPU. I would/am expecting issues like that until they release new driver/power plans for Windows 11. When the 3xxx CPU range came out there was all sorts of issues power plan related that took months to solve. I remember my CPU being pegged at 1.45v on release. AMD will probably issue driver update within a week. Not running on one of the plans they include with driver does make a difference. Another reason to wait a month or so before installing Windows 11. Windows 10 works fine at the moment, your not missing anything staying with it a month or 2 longer. You only stand to loose and get frustrated adopting early. IIR the original power plan issue was to do with the cpu getting poked for sensor info when checking it, this was causing it to spike in voltage. Was a strange effect of if you look it will spike up, but when not looking it ran normally. Bunch of software like corsairs iCue was causing a real headache probing it in the background and stuff.
