Yeah but still a TPM is required, v1.2, and that remark about the CPU family, currently known fixes don't require any of the mentioned stuff.
Yet another BIG DIFFERENCE with the operating system rollout. M$ offering how to by pass some checks. So one has to ask the dumb question ---- WHY????. I can speculate one possibility. Remember that warning they gave, "you not entitled to updates". So how would they enforce that. Well with the dll replacement, its damn hard for M$ to enforce that threat. BUT an official registry hack that M$ can use themselves is a different kettle of fish. I am sure many will blindly follow M$ advice without thinking. Either way, just plain weirde after M$ laying down the law who can get W11, they now offer a hack. Bit like the police setting up a speed trap, then setting up a sign saying speed trap ahead. Still will catch some.

Is there a fix for stopping build 22471 from updating the 22000 series builds?? Especially the RTM Build???
All 3 of my test machines Core i7 gen 3 TPM 1.2 Desktop, Core i3 gen 3 No TPM Laptop and a Hyper-V virtual machine already have that Registry entry. I did not put them there. What's interesting is only the Desktop upgrades from WU without any intervention. On the other 2 I have to manually swap the Appraiserres.dll.
just did another fresh install with Win11_English_x64.iso and during oobe the update screen popped up and redownloaded KB5005635 it didn't install though that is same ole MS update always re updates
